Job description
Utility Line WorkerThis position is responsible for assisting with the installation, repair, and maintenance of water and sewer lines.Essential duties and functions may include the following:Serves as lead worker at the work site.Installs, maintains and repairs water and sewer lines.Makes water and sewer taps for new services.Lays out water and sewer lines.Locates leaks in water and sewer lines.Installs water meters and cut-off valves.Installs and repairs of water and sewer mains.Repairs cuts necessitated by utility repairs.Assists with the location of water and sewer lines for other utility companies.Flushes fire hydrants and water lines. Flags traffic; places regulatory signs at work sites.Gathers materials necessary to perform duties.Maintains assigned tools and vehicle.Keeps work trucks, backhoes, and work sites clean of debris.Backfills excavated areas.Insures that all work orders are completed in a timely manner.Responds to emergency service calls as required; remains on call after hours a minimum of one week per month.Performs other duties as assigned.Qualifications:High School Diploma/GED or equivalent work experience.Ability to read, write and perform basic mathematical calculations.One year of experience in general underground utility construction maintenance or plumbing activities.Sufficient experience to understand the basic principles relevant to the major duties of the position usually associated with the completion of an apprenticeship/internship or having had a similar position for one to two years.Possession of a Commercial Driver's (CDL) License Class B issued by the State of Texas for the type of vehicle or equipment operated within ninety (90) days of transfer.Knowledge, Skills, and Abilities:Knowledge of City and departmental safety policies and procedures.Knowledge of the methods and practices of installing, maintaining and repairing water and sewer lines and mains.Skill in the use of such equipment and tools as backhoe, dump truck, concrete saws, jackhammers, tampers, boring tools, pipe locators, pipe cutters and various hand tools.Skill in the construction, maintenance and repair of water and sewer lines and mains.Skill in performing basic mathematical calculations.Skill in reading maps.Skill in oral communication.Supervisory Controls:The Distribution & Collection Manager, Distribution & Collection Superintendent or the D&C Supervisor assigns work in terms of somewhat general instructions. The supervisor checks completed work for compliance with procedures, accuracy and the nature and propriety of the final results.Guidelines:Guidelines include City and department policies and procedures, supervisor instructions and accepted work safety practices. These guidelines are generally clear and specific, but require some interpretation in application.Complexity:The work consists of related water and sewer maintenance and repair duties. The need to repair lines in the street during heavy traffic and to locate, dig around other utility lines, inclement weather and equipment failure contribute to the complexity of the work.Scope and Effect:The purpose of this position is to construct, repair and service water and sewer lines and mains. Effective performance facilitates the speed and accuracy of repairs and service.Personal Contacts:Contacts are typically with co-workers, other City employees, employees of other utility companies, and the general public.Purpose of Contacts:Contacts are typically to exchange information and provide services.Physical Demands:The work is typically performed while standing, walking, bending, stooping, and crouching. The employee frequently lifts light and heavy objects, climbs ladders, and uses tools or equipment requiring a high degree of dexterity.Work Environment:The work is performed outdoors. The employee is exposed to noise, dust, dirt, grease, machinery with moving parts, cold and inclement weather, raw sewage, and possibly infectious diseases. Employee/employer supported retirement begins at the date of employment. An employee contributes seven percent of their monthly wages to TMRS. The City then matches the employee contribution two to 1 upon retirement. Employees are eligible to retire after 20 years of service. Retirement becomes vested after five years of participation in TMRS. Applicants with prior or current military could receive up to 60 months towards their retirement for TMRS.Deferred Compensation (Retirement):The 457b Deferred Compensation plan is provided to City employees in lieu of Social Security. Employees pay 6.7% of their adjusted gross salary. This amount is matched by the City as follows: 5.51% Contributed to the deferred compensation retirement 2.19% Pays for the life and disability insurance package 7.70% Total matched fundsHealth Insurance:The City of Big Spring pays the cost of employees insurance and supplements the cost of dependent insurance. Dependent health insurance coverage is available at the following rates: Family Coverage $832.45/Monthly $416.23/Bi-Weekly Spouse Coverage $614.89/Monthly $307.45/Bi-Weekly Child Coverage $305.45 /Monthly $152.73/Bi-Weekly Payment for dependent health insurance coverage is deducted from employees' bi-weekly paychecks. Pharmacy cards are included in the health insurance package.
