The Service Development Manager is responsible for driving the cross-functional development and maturation of technology services from concept through general availability. This role blends elements of product management and program management, with a strong focus on orchestration, influence, and execution across matrixed teams.

Reporting to Portfolio Operations, the Service Development Manager partners closely with Practice Leaders, Compliance, Marketing, Sales, and delivery teams to define service readiness requirements, manage service development initiatives, and ensure services progress successfully through maturity stages (beta → limited availability → general availability).

This role does not have direct reports but operates as a matrix leader, guiding multiple teams and initiatives simultaneously to deliver scalable, market-ready services.

Key Responsibilities

Service Development & Maturity

Drive service development initiatives across technology platforms (e.g., AWS, Azure, GCP) and technology practices (e.g., Application Modernization)

Define and coordinate requirements for service progression from beta to limited availability to general availability

Ensure service readiness across delivery, compliance, sales enablement, and marketing dimensions

Partner with stakeholders to reduce time-to-launch while minimizing rework and downstream friction

Program & Initiative Management

Lead multiple concurrent service development initiatives, ensuring on-time and on-scope delivery

Develop and maintain service development plans, milestones, dependencies, and risks

Facilitate trade-off discussions and influence prioritization decisions across stakeholders

Identify and proactively manage risks, issues, and cross-team dependencies

Cross-Functional Leadership

Act as the central point of coordination across Practice Leaders, Compliance, Marketing, Sales, and other stakeholders

Facilitate alignment on service scope, readiness criteria, and launch expectations

Influence decision-making through data, structured recommendations, and strong communication

Drive accountability without direct authority

Service Packaging & Enablement

Coordinate the development of service artifacts such as:

Service definitions and descriptions

Delivery models and playbooks

Sales enablement and marketing materials

Ensure services are clearly defined, repeatable, and positioned for successful adoption

Measures of Success

Success in this role is demonstrated by:

Services progressing smoothly from beta → limited availability → general availability

Consistent on-time and on-scope delivery of service development initiatives

High stakeholder satisfaction across Practice Leaders, Sales, and Marketing

Reduced service launch timelines and lower levels of rework or post-launch remediation

Required Qualifications

Bachelor’s degree in Business, Technology, Engineering, or related field, or equivalent practical experience.

7+ years of experience in program management, product/service offering management, portfolio operations, or related roles within technology professional services, consulting, or a services-led technology organization.

3+ years leading complex, cross-functional initiatives in matrixed environments, including establishing milestones, managing dependencies/risks, and driving governance and decision-making.

4+ year’s experience packaging, launching, and scaling technology services/offerings from concept through general availability, including readiness across delivery, compliance, sales enablement, and marketing.

5+ years of stakeholder management and influence experience, with the ability to drive alignment and accountability across senior leaders and delivery teams through clear, structured communication.

3+ years of hands‑on experience producing service lifecycle and readiness artifacts (e.g., service definitions, delivery models/playbooks, launch checklists, enablement materials, and executive‑ready status reporting).

2+ years of working knowledge of cloud platforms (AWS, Azure, and/or GCP) and how consulting/service organizations deliver and operationalize cloud‑based offerings.

Proven ability to operate effectively in ambiguous, evolving environments, managing multiple concurrent initiatives and priorities with a bias toward measurable outcomes.
