The primary purpose of this position is to provide a comprehensive inclusive approach to serving children and youth, ages six weeks to 18 years, with medical, educational, or other identified needs participating in Department of Defense (DoD) Child and Youth Programs (CYP).

Responsibilities

Classroom/Program inclusions support to include administering, implementing, and monitoring inclusion supports and behavior support processes in classrooms and programs by Department of the Air Force CYP Inclusion Guide. Child & Youth Program (CYP) professional education & coaching is coordinated with the Training & Curriculum Specialist (T&Cs) to provide regular training and coaching opportunities. Supports the identification (Non-Clinical assessment) of needs and classroom supports for children and youth through observations conducted by CYP professionals. Works collaboratively and maintains a network with military and community agencies to provide access for interventions and other needed service.

Conditions of Employment cont'd This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. This position has been identified as having "regular contact with children". In accordance with (IAW) Public Law 101-64 7 Section 231, and Public Law 102-190, Section 1094 and DoD Instruction 1402.05, background checks are required. DD Form 2981 Basic Criminal History and Statement of Admission, Installation Records, FBI fingerprint, and Tier 1 with a State Criminal History Repository (SCHR) checks will be completed on any person selected for this position. Renewal every five years of the Installation Records, FBI Fingerprint and SCHR is required with annual review of DD Form 2981. Position is subject to immunization requirements as a condition of employment for working with children and youth. Employee is required to obtain appropriate immunization against communicable diseases in accordance with recommendations from the Advisory committee on Immunization Practices (ACIP), which includes the influenza vaccine May be converted to a permanent position in 2028 This is a Term position NTE 13 months, the individual selected for this position may be extended without further competition. Current Federal civilian employees may apply for this position using "Reinstatement" eligibility and if selected, a break in service of at least 4 calendar days may be required prior to appointment to this position. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, to include the Individual Occupational Requirements (IOR) for the GS-1701, General Education and Training series. Basic Requirement for GS-1701 Positions: A Bachelor's degree (or higher degree) that included or was supplemented by major study in education or in a subject-matter field appropriate to the position. OR Combination of education and experience: Courses equivalent to a major in education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described above. AND In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes knowledge of child and youth development and education principles, norms, behaviors, growth patterns, and procedures to develop meaningful program services, and establish criteria for developmentally appropriate child activities, determine requirements for program material and equipment, and develop curriculum plans and activities which promote the physical, social, emotional, and intellectual growth of children at various ages, with a variety of needs, and in different settings. Knowledge of a wide range of principles, concepts, practices, and methods used evaluate the program and improve the accessibility and quality of support provided to children and establish program/policy goals, structure, and the course of action necessary to meet AF and DoD requirements and strategic vision. Knowledge of a wide range of concepts and methods to improve program accessibility and quality, meeting both Air Force and Department of War (DoW) requirements. Knowledge of pertinent laws, regulations, policies, and precedents as well as budget, budget priorities, impact priorities, and related support resources which affect the organization's mission, as well as higher headquarters policies and principles applicable to financial indicators, corporate standards, and performance measurements. Knowledge of the major issues, program goals, objectives, work processes, and administrative operation of assigned organizations, and the program requirements related to fire safety, health and sanitation, food service, and nutrition information. OR EDUCATION: Successful completion of a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position being filled. OR COMBINATION OF EXPERIENCE AND EDUCATION: I have less than the full amount of specialized experience required but I have more than 2 years of graduate level education with a major or subject area related to the position to be filled. Therefore, I have a combination of experience and education. Note: You must submit a copy of your transcripts with your application. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1.Professional knowledge of the principles, theories, concepts, and practices of early childhood development, youth development, childcare regulation regulations encompassing infant through school-age, youth and teens and child and youth development theories, methodology, and practices. 2.Professional knowledge of early intervention, special education, early childhood inclusion, and evidence-based and trauma-informed practices that support inclusive environments related to birth to 18-year-olds. 3.Skill in the practice-based coaching model, facilitating training with adult learners, providing feedback, and adjusting training pace and activities to meet diverse learning needs. 4.Professional experience in observation and assessment methods and implementation science. 5.Skill in conducting functional behavioral assessments and collaborating with a team to develop implement and monitor Inclusion or Behavior Support Plans (ISP/BSP). 6.Ability to effectively communicate, both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
