As we rapidly expand across the country, we are building a team of mission-driven professionals who thrive in fast-paced, collaborative environments.

About the Role

Matter Health is seeking a Senior Vice President, Clinical Quality & Population Health to lead the enterprise functions that drive clinical quality, population-health outcomes, value-based performance, and operational excellence across our patient populations.

Reporting to the Chief Medical Officer, this executive will lead a multidisciplinary team with accountability across Medicare Star Ratings and quality performance, clinical programs, clinical operations, coding and clinical documentation, risk adjustment, and provider credentialing.

This leader will serve as a dyad partner to the SVP of Operations, helping ensure that Matter Health’s clinical and operational strategies remain aligned and mutually reinforcing. The SVP will also serve as a key liaison to the Chief Medical Officer’s Clinical Affairs function and represent Quality and Clinical Programs in executive discussions, payer relationships, board reporting, and regulatory interactions.

This is both a strategic and execution-focused leadership position. The ideal candidate will bring deep experience in Medicare Star Ratings, HEDIS, CAHPS, value-based care, and enterprise clinical-quality leadership. They will be equally comfortable establishing strategy, developing leaders, working across functions, resolving operational barriers, and maintaining accountability for measurable results.

Responsibilities

Drive performance improvement across applicable HEDIS, CAHPS, and Medicare Part D measures

Build and sustain a culture of continuous quality improvement across clinical and operational functions

Translate quality, clinical, claims, and operational data into targeted interventions and measurable performance improvements

Partner with payers and internal stakeholders to identify care gaps, prioritize initiatives, establish accountability, and monitor outcomes

Oversee clinical-quality programs aligned with CMS frameworks, NCQA standards, regulatory requirements, and value-based contracts

Lead the design, implementation, governance, and scaling of evidence-based clinical and population-health programs

Ensure clinical programs are patient-centered, operationally viable, measurable, and integrated across care settings

Provide executive oversight of clinical operations to support efficient, compliant, and patient-centered care delivery

Partner with clinical, operational, and administrative leaders to identify and resolve workflow barriers affecting performance

Align clinical operations with value-based care targets and regulatory requirements

Oversee clinical documentation improvement, coding accuracy, and compliant risk-adjustment programs

Strengthen collaboration across clinical, coding, compliance, and finance teams to support accurate RAF and HCC capture

Oversee provider credentialing and ensure processes meet regulatory standards while supporting a timely provider-onboarding experience

Establish appropriate governance, reporting, monitoring, auditing, and corrective-action processes

Support readiness for payer reviews, regulatory surveys, and applicable accreditation activities

Serve as a dyad partner to the SVP of Operations and share accountability across interconnected clinical and operational priorities

Represent quality and clinical programs in leadership forums, board reporting, payer meetings, and regulatory interactions

Build, coach, and develop a high-performing multidisciplinary team

Model Matter Health’s values of Empathy, Trust, Tenacity, Teamwork, and Curiosity

Demonstrated experience owning or leading an enterprise Medicare Star Ratings or comparable clinical-quality program

Deep expertise in HEDIS and CAHPS performance and applicable CMS quality requirements

Proven leadership experience in a value-based care environment, such as Medicare Advantage, an Accountable Care Organization, or another risk-bearing provider organization

Experience leading multidisciplinary teams and managing leaders or specialized subject-matter experts

Demonstrated ability to translate clinical-quality strategy into coordinated execution and measurable outcomes

Experience designing, implementing, governing, or scaling clinical and population-health programs

Experience using quality dashboards, claims data, clinical analytics, and value-based performance reporting

Knowledge of clinical documentation improvement, coding accuracy, RAF, HCC capture, and risk adjustment

Strong executive communication, relationship-building, and stakeholder-management skills

Ability to influence across clinical, operational, financial, compliance, and administrative functions

Experience preparing for regulatory surveys, payer reviews, or external audits

Experience leading quality and clinical functions across multiple locations or geographically distributed teams

Experience operating within a rapidly growing or transforming healthcare organization

Experience serving in a dyad or shared-accountability leadership model

Experience presenting quality and clinical-performance information to boards, payers, regulators, or executive leadership teams
