Role Description
The Town Manager is a full-time, on-site leadership role located in Trafalgar, IN, responsible for overseeing day-to-day municipal operations and implementing policies set by the Town Council. This role manages town departments, supervises staff, and ensures delivery of essential public services such as public works, administration, and community programs. The Town Manager prepares and administers the annual budget, monitors expenditures, and provides regular financial and operational reports to elected officials. Daily tasks include coordinating with local, county, and state agencies; responding to resident inquiries and concerns; and developing plans to support infrastructure, economic development, and long-term community goals. The Town Manager also drafts ordinances and policies, manages contracts and vendors, and ensures compliance with legal and regulatory requirements.
Qualifications
Demonstrated leadership and supervision skills, including team management, performance oversight, and collaborative decision-making.
Strong municipal administration and governance knowledge, including experience working with elected bodies, public policy, and local government procedures.
Budgeting and financial management experience, including preparing budgets, monitoring spending, and interpreting financial reports.
Excellent communication and interpersonal skills, with the ability to interact effectively with residents, staff, officials, and external partners.
Strategic planning and problem-solving abilities, including the capacity to prioritize projects, manage multiple initiatives, and address complex community issues.
Contract and vendor management experience, including negotiating agreements and overseeing service delivery.
Knowledge of applicable local, state, and federal regulations affecting municipal operations and public services.
Bachelor’s degree in Public Administration, Business Administration, Political Science, or a related field; a master’s degree or relevant professional certifications are preferred.
Prior experience in town, city, or county management, or a comparable leadership role in public sector or nonprofit organizations.
