The primary purpose of this position is to develop & provide Nuclear Certification Process (NCP)and Nuclear Certified Equipment (NCE) education & training in the areas of nuclear weapons; weapons systems; & equipment acquisition, operations, policy, safety, & surety to military officers & all associated with the Nuclear Enterprise.

NCP and/or NCE Course Manager. Classroom Instructor for NCP and/or NCE Courses. Plans, Designs, and Produces New/Revised Curriculum. Performs Other Related Duties as Assigned.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, GS-1712-13 series. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes broad experience and expert, professional knowledge, both theoretical and applied, of the nuclear enterprise, to include operations, maintenance, sustainment and acquisition, nuclear triad, safety, surety, and programmed modernization within the Department of Defense at all levels of management. Knowledge encompassing deterrence theory, historical relevance, and 21st century application. Knowledge encompassing the full range of nuclear enterprise subject matter must be sufficient to meet and DoD, AF, and legislative standards for providing accurate instruction to new, mid-level, and advanced nuclear enterprise professionals, practitioners, and supporting workforce. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Extensive knowledge of specialized subject matter directly related to all levels and phases of nuclear education and syllabus requirements for NCP and/or NCE. Thorough knowledge of associated/current DoD, Air Force, and NATO policy and procedures. Substantial NCP and/or NCE-related experience and the ability to translate experience into practical expertise and inform academic curricula. Knowledge of education, training, and learning theories, principles, methods and practices, administration, policies, and procedures. Knowledge of a wide variety of complex instructional technologies and methodologies (such as interactive courseware, mobile platforms, in-residence, and distance learning) sufficient to design and develop instructional programs, specifically for NCP and NCE education and training, and to produce or revise instructional materials (courseware). Ability to communicate effectively, both orally and in writing, in order to clearly explain complex issues to a diverse community of internal and external stakeholders. Ability to plan, organize, and develop NCP and NCE curriculum to determine, accept, and implement recommendations, where proposals may involve substantial resources and require extensive changes to established concepts and procedures. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
