Summary
The primary purpose of this position is to serve as an Industry Engagement Manager and principal modal advisor to TSA senior leadership by building strategic partnerships with executive-level stakeholders in the pipeline and energy sectors, as well as federal, state, and local partners. The role applies technical knowledge of pipeline physical and cyber security requirements to identify risks and vulnerabilities, resolve complex cross-organizational issues and support crisis management.
Responsibilities
This TRANSPORTATION SECURITY SPECIALIST position is located in the Strategy, Policy and Engagement Office/Surface Policy & Cyber Integration Division/Industry Engagement Branch, Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to: Build strategic partnerships and use professional experience in pipeline industry or energy sector security programs, policies, programs, regulations and directives to resolve industry issues while maintaining the integrity of the pipeline security system. Engage executive level stakeholders and professional associations on policy interpretation, advise senior Transportation Security Administration (TSA) leaders, represent TSA in executive forums, and support policy development in areas of security programs and policies within TSA. Demonstrate expertise in modal security, pipeline or energy sector operations, stakeholders, and security programs to identify risks, develop cost-effective solutions, and support information sharing that reduces risk and operational impacts. Engage stakeholders on behalf of TSA to develop and advance transportation security policy, support crisis management, resolve complex issues, develop leadership materials, and recommend engagement strategies that promote dialogue and consensus. Qualifications
To qualify for the SV-J Pay Band (equivalent to GS-14), you must have one year of specialized experience at the SV-I or GS-13 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as: Coordinating with executive-level pipeline and energy-sector partners; federal, state, local, tribal, territorial, and international organizations; and law enforcement to address pipeline physical and cybersecurity issues, resolve stakeholder concerns, and support security operations, plans, policies, and programs; and Applying technical knowledge of pipeline security requirements to identify emerging trends and vulnerabilities, provide strategic security guidance to hazardous liquid and natural gas pipeline owner/operators, and brief senior leadership on industry responses; and Applying agency policies, programs, regulations, and directives to address pipeline stakeholder concerns and resolve complex cross-organizational issues affecting strategic objectives. Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
