Foster Parent Recruiter and Trainer

The Foster Parent Recruiter and Trainer is responsible for identifying and training prospective foster parents to ensure a safe, supportive, and nurturing environment for children in care. This role involves building community partnerships, conducting outreach events, screening applicants, and delivering pre-service and ongoing training that meets agency and licensing requirements. This position will serve as a key liaison between the agency and foster families, providing guidance throughout the certification process and promoting retention through education and support.

Responsibilities:

Deliver pre-service training, emergency behavior intervention training, and all relevant onboarding training to prospective foster/adoptive parents, as well as annual training to licensed foster/adoptive parents ensuring compliance with state licensing requirements and Arrow Child & Family Ministries' standards.

Facilitate emergency behavior intervention training, equipping caregivers with tools to support children with histories of abuse, neglect, or other traumatic experiences.

Provide orientation sessions to introduce new families to Arrow's mission, values, expectations, and child welfare procedures.

Develop and deliver additional training modules as required by state licensing authorities, emerging agency needs, or trends in child welfare practices.

Utilize a variety of instructional methods, including in-person, virtual, and hybrid models, to meet diverse learning styles.

Maintain accurate training records, attendance, and participant feedback in the agency's data systems.

Collaborate with licensing, case management, and clinical staff to ensure training content is current, relevant, and family-centered.

Stay informed of changes in child welfare laws, trauma-informed care research, and best practices related to foster and adoptive parenting.

Support foster/adoptive parents with guidance and resources before, during, and after training to reinforce learning and confidence in caregiving.

Represent the Arrow program at community events and other activities that are appropriate to promoting the awareness of foster care and the Arrow foster care brand.

Develop partnerships with local organizations, church collaboratives, and other community partners to move the foster care recruitment processes forward for office/territory assigned.

Ensure that all marketing and advertising needs are coordinated with the corporate office marketing team.

Develop a recruitment and retention plan, with approved benchmarks by supervisor, in conjunction with Texas state leadership team.

In conjunction with the local program office, develop and help implement a retention plan for foster parents. This should include strategies that will focus on ways to keep licensed families supported and engaged.

Attend agency and State/Licensing trainings and meetings as required.

Perform all duties within contract, state and federal regulations, company policy, and regulatory agency standards.

May be required to drive vehicles, be insurable with our auto insurance provider, and complete company vehicle training.

Qualifications:

Bachelor's degree in Human Services, Social Work, or in a related field required and at least 1 year experience working with families preferably in the child welfare industry. Experience or work in Human Service field will be permissible with ability to present and train to large community stakeholders. Strong presentation skills are a requirement for this role.
