Quality Analyst – Enterprise Document Automation (EDA) *3rd Parties — Do Not Contact

New York City Department of Social Services (DSS)

About DSS

The New York City Department of Social Services (DSS) provides critical programs that help millions of New Yorkers access food, housing, healthcare, and employment.

Behind the scenes, DSS’s Information Technology Services (ITS) division powers this mission — delivering the infrastructure, automation, and systems that make equitable and efficient service possible.

We’re modernizing how DSS manages and communicates vital information. As part of that effort, we’re seeking a Quality Analyst to support our Enterprise Document Automation (EDA) initiative — a major modernization of the agency’s IBM FileNet IS/P8 content management system.

The Role

As a Quality Analyst (QA) on the EDA Project , you’ll play a critical role in ensuring the accuracy, functionality, and compliance of DSS’s enterprise document automation system.

Your work will directly improve how DSS creates, tests, and delivers communications to clients — ensuring precision, accessibility, and compliance with city and state mandates (including the Local Law 30 multilingual access requirement).

What You’ll Do

Develop and execute test scripts and scenarios related to document and form generation

Conduct end-to-end functional testing to ensure adherence to business rules and requirements

Design and implement test workflows that support the deployment of automated client notices and communications

Create and maintain test cases, RTM (Requirements Traceability Matrix) , and documentation aligned with user stories

Validate compliance with LL30 language accessibility standards (forms available in 12 languages)

Identify system design gaps, logic errors, or unexpected behaviors and recommend corrective actions

Collaborate closely with stakeholders, developers, designers, and business analysts to deliver quality results on time

Analyze current systems and make recommendations for process and quality improvements

What We’re Looking For

5+ years of experience in software quality assurance or functional testing for large-scale IT projects

Strong understanding of testing methodologies, defect tracking, and QA documentation

Hands‑on experience with enterprise systems , ideally in document automation or ECM platforms (FileNet, OpenText, etc.)

Familiarity with Agile or Waterfall SDLC processes

Experience creating test plans, RTMs, and user acceptance criteria

Understanding of accessibility and compliance testing (multilingual, 508, or similar)

Excellent attention to detail, analytical thinking, and communication skills

Experience in public sector or enterprise environments preferred

Why Join DSS

Impact: Ensure accurate and equitable communication for millions of New Yorkers

Innovation: Work on a large-scale modernization project using cutting‑edge automation tools

Growth: Strengthen your experience in enterprise QA and document systems

Collaboration: Partner with skilled IT, design, and program teams in a mission‑driven environment
